Cooper served for more than seven years with the Marine Corps and Marine Corps Reserve before joining the Michigan National Guard family. He has accumulated 22 years of service to date and will continue his service in active duty Guard status. 

Cooper attended basic training in 1980 at the Marine Corps Recruit Depot at Camp Pendleton, California. He completed officer candidate school in 1993 at the Michigan Military Academy and has since completed more than a dozen military learning and leadership programs. He holds a Bachelor of Science degree and is currently working toward a dual master's degree in human resources management and procurement and acquisitions. 

Cooper is a 2011 veteran of Operation Enduring Freedom. During his Afghanistan deployment, he served as the deputy director of logistics and as a mentor in sustainment operations for the Afghan National Army. Through the course of his military career, he has received numerous awards. Some of the most notable include a Meritorious Service Medal with two Bronze Oak Leaf clusters, an Army Commendation Medal with Bronze Oak Leaf cluster, an Army Achievement Medal with Bronze Oak Leaf cluster, and a NATO Service Medal.
